Marcy Kaptur compares GOP to Elmer Fudd on government funding

Ohio appropriator Marcy Kaptur says in debate on a four-week spending resolution that Republicans had not produced the budget for fiscal 2018, that decisions cannot be made without one, but Republicans hope government functions without a roadmap, asking if they are asleep behind the wheel and may hit a brick wall.
